Do I Need Childcare Experience to Buy a Daycare?

Traditionally, you don’t need any childcare experience to buy a daycare business.  However,  there is a massive “But” that comes with the new 2026 regional landscape.

The Licensing vs. Ownership Divide

In Ontario, the Ministry of Education issues the operating license to the Corporation, not the individual owner. As long as you employ a Qualified Supervisor (who must be an RECE or otherwise Ministry-approved) to plan and direct the program, you can be the 100% owner of the shares without ever having stepped into an ECE classroom.

The 2026 CWELCC “Experience” Hurdle

Do you need childcare experience to buy a daycare centre?  While the law hasn’t changed, the funding requirements have. Starting in 2026, if you are planning to purchase a daycare that is enrolled in the Canada-Wide Early Learning and Child Care (CWELCC) program, you are no longer just dealing with the Ministry; you are dealing with your local CMSM (Consolidated Municipal Service Manager).

In regions like Toronto, the municipality has become a gatekeeper for funding. They are increasingly requiring that the new owners of a CWELCC-funded centre demonstrate prior childcare experience.  The region does not have concrete requirements of what is considered “childcare experience”; however, you should not take it lightly as “watching my cousin’s kid” as proper experience. 

The Reality Check: If you have absolutely no experience in the sector, you might find yourself in a position where you can legally buy the daycare, but the region will deny the transfer of CWELCC funding to you.

At the time of writing, the other regions have not made the qualification requests; however, it might not be surprising that they will follow suit. 

Summary for the “Non-ECE” Investor

If you are an entrepreneur with no childcare background looking to enter the space:

    1. Partner Up: Consider a partner who has the ECE/Director background that regions are looking for.
    2. Hire a mentor: Consider hiring a mentor to teach you and guide you for the first year. 
    3. Enroll in the ECE program: You can study ECE program and often colleges offer ECE 1 year fast track program. 
    4. Target Non-CWELCC: If you want to avoid these specific regional experience hurdles, you may need to look at private, full-fee centres.
    5. Check the Region: Check with the regions to see if they have such requirements before commitment in purchasing a daycare.
